If there was I don't think everybody would constantly brush, floss and scrape their tongue
Bad breath comes from the food you eat, and considering this food goes into your stomach, and considering your mouth is in some way connected to this stomach, there is no possible way because everything has a smell to it, and that smell comes up from the stomach because air floats freely, and eventually will come up into your mouth and proceed to dwell there, so to answer your question, NO, unless you shut your mouth off from your stomach, maybe. Other than that, brush often, especially your tongue (go as far back as you can go, you might gag the first 3 times, after that it is unnoticeable, floss, gargle a little bit, try to do this in the morning when you wake up, and brush before you go to bed.

There is a mouthwash called Closys that is very effective in eliminating bad breath. You should be able to get if from your dentist or at a drugstore (like Walgreens). It's expensive, but it works. I recommend giving it a try.

Mouthwashes, toothpastes, and breath mints exist that are specifically designed to reduce bad breath. Keep in mind that many mints and sprays simply cover over odor, and might even make the problem worse later, by feeding odor-producing microorganisms. You cannot always trust the advertising. Some products work better than others. Compare.
Since you can always change your diet and brushing habits later, your permanent cure requires daily maintenance.
