Went to the vet and he said it is quite common in domestic cats. The main rason is eating too much and not getting enough exercise. The food eaten and not used goes a bit yucky and causes bad breath.
His advice – less food, more exercise. As a side issue he said too many cats are kept indoors – the healthiest ones he knew of were farm cats. They chase mice, getting their adrenalin going, get plenty of exercise following the trend of the carniverous hunter, eat anything which appeals because they get to choose it, and do not put on weight except when growing.
Keeping cats in town with not many places to go is a bit unfair on the cat.
It could be an abscessed tooth or any number of things. Best to see a vet. Bad breath is not normal.

It could be caused by the food it is eating or, more importantly, decaying teeth or gum disease. This is something you need to see a vet about because if it is due to bad teeth or gums your cat will eventually stop eating because of the pain.

It could be a bad tooth, a gum infection, a stomach infection, kidney disease or even cancer. Don't try to mask the bad breath – find out WHY it's happening by TAKING YOUR CAT TO THE VET.

A lot of cats suffer from gingivitis (mine did!!!) which gives them terrible bad breath but, more importantly, causes the cat a lot of pain.
You really need to take your kitty to the vet for a dental check. If it *is* gingivitis then there's no real cure and your kitty may need to have her teeth out. If the vet says that her teeth need to come out then don't worry about it too much. A cat can live perfectly well without teeth although they will only be able to eat soft food and meat that has been cut up really really small.
First things first though – please take your cat to the vet asap. If the poor thing has bad teeth they need to be sorted out asap as she's probably living with terrible pain all the time.

Everything people have said is true. Normally I only deal with bad breath in humans but something I've found, a natural cure, actually helps with animals halitosis as well. And it might be something to try before you get a big vet bill (considering it's only 8 or 9 dollars)
Grapefruit seed extract is known to help gingivitis in humans and cats, the solution could be as simple as putting about 4-5 drops diluted in a normal water dish for them. Give it a couple days at most and see if the halitosis has lessened any. I bet you it will!
If you'd like more information on grapefruit seed extract my site actually did a review on it, plus a couple different places you can try it out at here http://www.tonsil-help.com/tonsil-stones/grapefruit-seed-extract-tonsil-stones-prevention/
